Ngāti Maniapoto.

Penny was born in Taumarunui. Raised in Puketihi - a coal-mining community
on the Forgotten Highway before becoming a child of 'Uncle MOW' - the
Ministry of Works & Development on the Hydro Electric Power Scheme in
Tūrangi.

She attended Massey University in Palmerston North where she later raised
her two children.

Penny joins the National Executive Team with a background in Community
Mobilisation, Kōhanga Reo, Kura Kaupapa Māori and Whānau Ora.

Committed to Te Pāti Māori since its inception in 2004. She has been the
Treasurer for Te Tai Hauāuru Electorate since 2017.
